日前,赞比亚投资中心向我处推荐了赞比亚两个农业投资项目,其简况如下,我国感兴趣的企业可参考:
一、Luena Sugar Project
Location
The project site is located in Luena, in the Kawambwa and Mwense districts of the Luapula Province in nortern Zambia. The project focuses on the possibility of expanding sugar production in Zambia, by the establishment of an additional sugarcane estate in the Luena region.
Market
Zambia currently exports approximately 80,000 tonnes of sugar per year. This is attributed mainly to the extension of the market in the European Union, where Zambia enjoys an annual quota. Like with other agro-products, a decision has been made by the EU to abolish this quota system for sugar exports into the European market by 2008. This should give Zambia an opportunity to explore the EU market duty free, and further widen its sugar export market.
Among the SADC regional markets, the Shaba Province of the Democratic Republic of Congo offers the greatest potential because of its proximity to Zambia. Other potential regional markets include border areas of Botswana, Namibia and Angola.
Production Capacity
The existing Nakambala sugar estate cultivates sugarcane on some 11,000 heactares of land, out of which about 190,000 tonnes of sugar are produced annually. The estate, however, has the potential capacity to produce up to 250,000 tonnes of sugar per year. Assuming this and future production form a future sugar plant complement rather than compete with Nakambala’s, the total potential for Luena is estimated at 150,000 tonnes by 2010, 230,000 by 2015; and 285,000 by 2020.
Economic Benefits
A successful sugarcane estate in Luena could include the following benefits:
Contribution to the country’s foreign exchange earnings through increased exports.
Rural development in the Luena region
Sustainable livelihoods for employees at the estate and factory
Stimulation of new businesses and jobs for transporting, distributing, marketing etc. of final products, and supporting industries.
ansanga Farm Block
The project site is located in Serenje district in Central Province. The project focuses on the possibility of developing the farm blocks into commercialized farming. The Government of the Republic of Zambia embarked on a programme to open up farm blocks throughout the country, one of which is the Nansanga farm block. The farm block development initiative will involve areas of not less than 100 000 hectares per block operating in an out grower scheme kind of arrangement. The general concept of the farm block will comprise the core venture, large, medium and small-scale farms. The Government will provide the basic infrastructure like the trunk roads, bridges, electricity, dams and other irrigation facilities.
A multi-disciplinary committee on farm development has been set up, which shall act as agents for the Commissioner of Lands in identifying would-be developers for the core venture, large and medium scale farms. To this effect, the Committee shall advertise the availability of farms to the members of the public all-inclusive. The Committee will, with respect to the core venture, large and medium scale farms, receive applications, select suitable applicants and make recommendations, which the Commissioner of Lands shall invariably accept.
