Introduction
Government’s objective since 2002, has been to facilitate the growth of the .
tourism sector through the promotion of Private Sector participation. This has been in recognition of the sector ‘s potential to contribute to economic development in terms of foreign exchange earnings, employment creation, income generation, and contribution to Govenment revenue, promotional of rural development as well as perform the role of a sustainable development catalyst.
This has seen many interest groups in the sector increasingly strategizing in this industry.
Zambia is undoubtedly a magnificent country boasting of one of the highest concentration of game in Africa, coupled with stunning scenery and rich and colorful cultural heritage.
Despite these tremendous comparative advantages, Zambia’s tourism potential is still largely unrealized. The performance of the tourism sector has been positive over the years with tourist arrival rising from 362,025 in 1998 to an estimated 556,043 in 2002 representing an increase of about 54%. During the same period the number of tourism enterprise s also increased from 548 to 568 an increase of 3.7%.
The higher number of tourist arrival resulted in growth in earnings from tourism -related activities and investments. This relatively strong performance and growth justifies the conviction that this important sector is the leading area for generating growth in the country’s economy. In turn this substantiates the goal of seeing the emergence of tourism as a major income earner for the country and establishing it as a key source of employment.
The importance of this sector justifies government ‘s according it a second priority in its national development agenda.
The main emphasis of Zambia’s tourism policy is ensuring a liberalized pro-business atmosphere of encouraging Private Sector Investments, in other words, government is pursuing a private sector driven tourism development while it’s role will be limited to the provision of an enabling environment conducive for Private Sector Growth.
It is evident that the tourism industry is critical in the role of earning foreign exchange for the country and the expansion of disposable income both formal and informal sector of Zambia.
Project Area
The projects in question namely The Escarpment Lodge and Filling station Ltd and Sikoongo Wildlife Estate Ltd will be situated in Siavonga District f Southern Province 10km from Chirundu border post which is the Zambia and Zimbabwe border.
Siavonga District is predominantly a rural area with land below 950 meters above sea level. The climate is characterized high temperatures above 29 degrees Celsius and short rainfall and the vegetation predominantly Mopane woodlands and baobab trees are the common flora. 8% of the land in siavaonga districst is under cultivation. The landscape is mountainous with annual fast flowing rivers and streams.
Economic and Social Conditions.
The main economic activity of the population displaced by the construction of the Kariba Dam wall in 1958 is mainly cattle, goat and sheep rearing and subsistence farming .The area occasionally experiences some bouts of famine due low rainfall and wild Elephants consuming the harvest in the fields and storage bins in the villages.
The land is also rapidly degrading because of overgrazing of the animals and that there is no proper land resource management in place.
The majority of the people are poor, many with no income to sustain them and also they have very poor health care with Malaria and Dysentery and now HIV/AIDS claiming many lives.
Siavonga District has the potential of becoming one of the leading tourism destination after Livingstone and also making tourism as its main economic activity in the future.
Project Goals
The overall goal of this dynamic praoject is :
“ aimed at stimulating economic growth and diversification to communities in Siavonga District through Private Sector Investment in the tourism sector namely The Escarpment Motel and Filling Station Ltd and Sikoongo wildlife Estate Ltd.”
This goal is in line with the government socio economic development efforts in the tourism sector through increased revenue generation , employment creation, rural development and spin-off effects to other sectors.
Project Objectives
Realizing the social and economic benefits that accrue from the tourism sector this project namely The Escarpment Motel and Filling Station Ltd And Sikoongo Wildlife Estate Ltd has re- affirmed its commitment to the development of tourism sector in Siavonga Disrict with the following objectives.
Raising the quality of life through the creation of jobs.
Stimulate economic growth (the multiplier effect)
Facilitate rural development as most tourist unexploited attractions are rural based.
Promote indigenous participation and local entrepreneurship in the tourism industry.
Project Description.
Escarpment Motel.
This project will be built on a land boasting of 30 Hectares in size and covered in Mopane woodland and Baobab trees with annual streams crossing parts of the land creating a breath taking scenery.
The design of the Motel will ethnic in origin to blend with the vegetation and conservation of the ecosystem will a high priroty when landscaping the areas surrounding the motel.
The rooms have a chalet design and there will be a bar Restaurant and a swimming pool. 15 chalets will be constructed will have a bed night of an average of 900 to 1000 bed nights per year running at a $US 100 Per night averaging $ US900,000 cost recovered totally in 24 months . There will be an air conditioned gym and internet café and a salon and a bureau de change.
There will be a camp site reserved with well built hygienic abulution blocks for caravans , overlanders and those camping in tents. Tents will be provided on request.
This motel will offer international standard lodging for the local and international tourists to the Sikoongo Wildlife Estate Ltd and travelers along the main Chirundu Road. This will be in response to the ever increasing demand for good and descent lodging facilities along the Chirundu Road which at the moment are non existent.Chirundu is the third largest entry port after Livingstone and international Airport in Lusaka. From 2000 up to 2003 there has been an increase of tourist coming through Chirundu border post from56,648 to 90,000 an increase of 9%.
After a market research the project the benefit overrode the cost.
Cost of the Escarpment Motel Ltd
The total cost of the project will be $ US 250,000
Escarpment Filling Station
The filling station will be situated on the opposite side of the motel on a 20 hectare land on the Chirundu road.
The design will be that of a modern filing station and will supply premium ,unleaded petrol , diesel ,domestic kerosene and lubricants.
Other services provided will be air pressure, automotive workshop car and truck wash and tow and crane truck facilities and fire tender will be provided.
A super market and wholesale shop will be constructed to be provide for the locals, farmers and the many lodges in Chiawa area.
A butchery and a bakery and some wharehouses will be constructed on site.
The Escarpment Filling Station
The project will cost $US 200,000
Sikoongo Wildlife Estate Ltd
Sikoongo Wildlife Estate Ltd will be private game reserve sitting on an area of 10000 hectares of land bordering the Chirundu road.
This land is not in habitated by people because of the lack of water and harsh environment for human settlement
The wildlife share holders will be His Royal Highness Chief Sikoongo and other investors comprising local and international..
The wildlife estate will be on a non consumptive of wildlife resources policy.
The wildlife estate will have an electric fence as perimeter around it to keep he game in and intruders out.
A fire break will be made to stop bush fires and also from damaging the electric fence. Infra red camera and alarm system will be placed strategic locations to increase security which will include patrols by trained game guards drawn from the local community on foot and motor bike and vehicle with radio communication.
The water to the animals will be provided by boreholes driven by solar pumps and dams .
The Density of the fauna (wildlife ) to be put on this area of land will be taken into consideration on consultation with ZAWA (Zambia Wildlife Authority) A number of locals will be trained as guides and game scouts to patrol the estate. The
Visitors will pay in local currencies for residents and Non residents in foreign currency acceptable in Zambia
Educational tours also will be encouraged for the local rural school on the wildlife estate and will promote anti poaching wildlife conservation campaign with the young generation .
Walking safaris night viewing will some of the added services.

Lechewe
Hartebeest
Impala
Zebra
Giraffe
Buffalo
Rhino (black and white)
Antelope (Roan and Sable)
Ostriches
Leopard
A veterinary facility will be on the estate to monitor and contain diseases and offer an extension services to the local domesticated livestock.
Research of wildlife improvement on the estate will encouraged and carried out by local and international scholars
There is a Hot spring on the Land that will exploited into health and recreation spa which will be strictly follow international standards.

The project will cost $US 250,000
Justification of the project
Tourism in Zambia is the hope for Zambia for Her to get revenue in the much needed foreign exchange and the progressive policy of having the tourism sector private driven and with South Africa having won the Bid for 2010 FIFA world cup the spotlight will be on Southern Africa and Zambia stands to gain if such infrastructures such as this project are in place.
This project will attract other services from other sectors of the economy as the area develops.
Conclusion
This project as a whole is to uplift the quality of life of the people of Siavonga District through the many services that will come together with this project namely modern health facilities, more schools job creation .
Siavonga District indeed will become a catalyst in making Zambia a preferred tourist destination in Southern Africa.
SIKOONGO MANGO AND AVOCADO FARM
This is a farm with title with a river frontage of 5 kilometers long and will have a packing plant for packing the mango and avocado fruit from the cultivars popular in Europe.
The area is dry and hot suitable for growing this crop.the crop will be irrigated by the Zambezi river near Chirundu Border post in Zambia.
This will be the first project of its kind in zambai
