1.0 BACKGROUND AND JUSTIFICATION
For some time now, it haa become apparent that Zambia cannot continue
to rely on seasonal rains if she has to have a sustainable agriculture
system. Tf the years 2001 and 2002 are anything to go by, rain as a
natural phenomenon alone can no longer enable Zambia grow her
increasingly large volumes of its food requirement. To make sure that
Zambia's agriculture attains levels that would guarantee food security, it is necessary that Zambia tap her huge potential in irrigation in view of the abundant water resources available in Zambia. Zambia is endowed with both ujnderground and surface water resources .In Luapula province,the northern part of ambia ,almost half the province is under water, yet'year in year out' Zambia bemoans the "lack of rain
agricultural production.
It is therefore imperative that Zambia develops her potential in irrigation by taping her huge underground and surface water resource
2.0 PROJECT FOCUS
The purpose of this project is aimed at developing irrigation capacity
in Zambia by doing the following:
a. Assisting the Zambian Government tap underground water by sinking
boreholes in areas that are prone to drought to allow Zambian small
and medium scale farmers to undertake agricultural production
through-out the year. This would lessen food imports that are brought
into the country at a huge cost thereby freeing the much-needed
foreign currency for the procurement of capital goods that would
accelerate Zambia's economic development.
b. As already stated above, there is an under-utilization of water resource in the Luapula province of Zambia. Zambia is therefore, looking for assistance from the People's Republic of China on how it can harness
this potential by either utilizing the water resource right there in the
Luapula province or transferring it to other parts of the country by way
of a canal or pipe line so that food production can be enhanced
through irrigation, Zambia is aware of the tremendous success that the
People's Republic of China has made in irrigation and food production
and it is Zambia's hope that she will benefit from technological transfer
in this area.
c.Give assistance to peasant and small-scale formers to enable them
develop capacity to undertake irrigation projects,
2.0 PROJECT GOAL
To alleviate the perennial food deficit that Zambia suffers from thereby
guaranteeing food security.
3.0 PROJECT FINANCING
The Zambian Government is seeking project financing from the PeopIe's
Republfc of China by way of a grant to facilitate the undertaking of such a project.
